Shirley Fenette

Shirley is a member of the student council at Ashford Academy. She is a kind hearted girl who was nearly alone in welcoming Suzaku to Ashford. She also has a crush on Lelouch which has caused her frustration thanks to misinterpretations of events between Lelouch and Kallen.
