Raye Penber is an FBI agent. His fiance, Naomi Misora, is a former FBI agent.

He was sent to Japan to help L in the Kira investigation. One of the people he investigated was Light Yagami. In the end, Kira used him to kill all FBI agents investigating Kira. Kira filled the conditions of death in on a page from the Death Note and then forced Raye to fill the names in while he was looking at the pitures. Unknowingly, Raye ended up killing all of his coworkers. Shortly after, he died just after seeing who Kira really was.
